The San Francisco Bay Area offers international students an unusually powerful combination: globally influential universities, some of the world’s deepest technology and research clusters, and direct access to employers shaping artificial intelligence, software, semiconductors, biotechnology and advanced engineering.
It also demands unusually careful financial and geographic planning.
Stanford’s standard undergraduate budget for 2026–2027 is $97,545 plus variable travel, including $67,731 in tuition and $22,944 for housing and food. UC Berkeley’s published 2026–2027 residence-hall budget for a newly entering undergraduate is $54,674 before nonresident tuition; the University of California’s official schedule adds $39,270 in Nonresident Supplemental Tuition for a new undergraduate entering in 2026–2027, taking an illustrative residence-hall budget for a new international student to roughly $93,944.
Those figures tell only half the story.

The same region contains San Jose State University and San Francisco State University, where the California State University system begins with a much lower public tuition structure, although nonresident students pay an additional $471 per semester unit. The University of San Francisco, meanwhile, lists $63,880 in full-time undergraduate tuition for 2026–2027, placing it in a very different cost category from the CSU campuses.
The range is enormous because the Bay Area is not one university market.
It is several.
Stanford is not in San Francisco. UC Berkeley is not in San Francisco. San Jose State sits inside the South Bay technology economy. The University of San Francisco is actually in San Francisco. UCSF is a graduate and professional health-sciences institution rather than a conventional undergraduate university. Silicon Valley is a technology region, not a synonym for the entire Bay Area.
That distinction affects almost every practical decision an international student makes: where to live, how much to budget, which employers are realistically nearby, whether a commute is sustainable and how much value the region adds to the degree.
For a student choosing the Bay Area in 2027, rankings are only the beginning.
The stronger decision combines six factors:
university strength, subject fit, net cost, housing, transport and career geography.
When those six align, the Bay Area can be one of the world’s strongest places to study.
When they do not, the same region can become an extremely expensive way to buy a famous location.
1. What the San Francisco Bay Area Actually Means for Students
The Metropolitan Transportation Commission defines the Bay Area as a nine-county region: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma. MTC says the region contains 101 cities and about 7,000 square miles of land.
That official geography is much larger than San Francisco city and much larger than Silicon Valley.
For prospective students, four education-and-career zones matter most.
San Francisco
San Francisco contains institutions such as the University of San Francisco, San Francisco State University, UCSF and California College of the Arts.
It also contains major concentrations of software, AI, venture-backed startups, financial services, design, media, healthcare and professional services.
For students who want a dense urban environment and direct access to the city economy, San Francisco offers the clearest version of that experience.
The trade-off is housing.
Zillow’s August 2026 rental data put the average one-bedroom rent in San Francisco at $4,295. That is a market average for one-bedroom properties, not a student room price, but it shows why private solo housing can dominate an annual student budget.
Berkeley and the East Bay
UC Berkeley sits in Berkeley, in Alameda County, across the bay from San Francisco.
That location produces a different balance.
Students get a major research university inside a university-centered city, with relatively direct access to San Francisco through BART. Berkeley housing is still expensive, but current Zillow data place the average one-bedroom rent well below San Francisco: $2,395 in August 2026.
The difference is large enough to affect university economics.
A student who studies at Berkeley and lives intelligently in the East Bay can face a very different housing structure from a student renting privately in central San Francisco.
Stanford, Palo Alto and the Peninsula
Stanford is commonly associated with Palo Alto and Silicon Valley, but its land spans several jurisdictions.
Stanford’s current facts page says its campus covers 8,353 acres across seven governmental jurisdictions, including 3,994 acres in unincorporated Santa Clara County and 2,603 acres in unincorporated San Mateo County. Stanford’s own land-use material describes the core academic campus as being in unincorporated Santa Clara County.
That geography shapes student life.
Stanford is highly residential. It is connected to Palo Alto and the Peninsula rather than operating as a San Francisco city campus.
The nearby private rental market is also costly. Zillow reported an average one-bedroom rent of $3,350 in Palo Alto in August 2026.
San Jose, Santa Clara and the South Bay
The South Bay contains San Jose State University and Santa Clara University, as well as major technology employers headquartered in or around San Jose, Santa Clara, Cupertino, Sunnyvale and Mountain View.
This is where geography becomes career strategy.
A student at San Jose State may be far closer to important semiconductor, hardware, networking and enterprise-software employers than a student studying in San Francisco.
That does not make SJSU academically equivalent to Stanford.
It means the employment map has to be considered alongside the university map.
2. Stanford, UC Berkeley and the Bay Area University Shortlist
There is no single “best university in the Bay Area” for every international student.
Stanford and UC Berkeley dominate the broad global research conversation, but the region’s strongest option can change when the decision moves from prestige to subject, cost, housing and career access.
QS World University Rankings 2027 places Stanford joint second globally and UC Berkeley joint 20th. Times Higher Education places Stanford joint fifth in its 2026 ranking.
Those positions confirm exceptional academic standing.
They do not settle the choice.

Stanford University
Stanford combines extraordinary research strength with a highly residential campus and unusually close links to the technology economy.
Its academic reach includes engineering, computer science, business, medicine, law, humanities, social sciences, education and sustainability.
The university’s location is part of its value proposition.
Mountain View, Menlo Park, Palo Alto, Santa Clara, Cupertino and San Jose form part of the wider technology corridor around Stanford. The campus itself also contains a large research and innovation ecosystem.
Yet the most useful way to think about Stanford is not “university next to Silicon Valley.”
It is university plus residential network plus research infrastructure plus employer proximity.
That combination can be powerful for students whose field aligns with the region.
It is less important for a student whose intended career gains little from being there.
UC Berkeley
Berkeley offers a different kind of strength.
It is a public research university with major depth across engineering, computer science, data science, chemistry, physics, economics, environmental science, business, law, architecture and the social sciences.
Its East Bay geography changes the daily experience.
Berkeley is more urban and less self-contained than Stanford. Students interact directly with the city around the campus, and San Francisco is comparatively accessible by regional rail.
The academic comparison between Stanford and Berkeley can be close in many subjects.
The financial comparison is not.
Berkeley’s international students face nonresident tuition that materially changes the cost of what is still, structurally, a public university.
San Jose State University
SJSU deserves more attention than it receives in rankings-led discussions.
Its academic profile is not equivalent to Stanford or Berkeley, but its location is exceptional for students seeking practical proximity to the South Bay technology economy.
San Jose is the largest city in the Bay Area and sits near concentrations of semiconductor, hardware, software, cloud, cybersecurity and enterprise technology companies.
For engineering, computer science and applied technology students, the university’s geography can create real professional advantages.
The price structure is also fundamentally different because SJSU belongs to the California State University system.
A prospective student should not therefore ask whether SJSU “ranks above” Stanford.
That is the wrong comparison.
The real comparison is whether SJSU’s program + lower public tuition + South Bay location produces a stronger return for a particular student.
San Francisco State University
SFSU offers the public-university route inside San Francisco itself.
Its strengths lie less in elite research branding and more in the combination of broad academic access and city location.
Students can study inside San Francisco while paying a CSU rather than private-university tuition structure, although international students must account for nonresident charges and the city’s high living costs.
That creates a recurring Bay Area pattern:
lower tuition does not automatically mean lower total cost.
University of San Francisco
USF is a private Jesuit university located in San Francisco.
For 2026–2027, it lists $63,880 in full-time undergraduate tuition and $612 in fees. On-campus housing and food take the university’s direct-cost subtotal to $83,642 before indirect expenses and applicable health-insurance charges.
Its appeal is different from SFSU’s.
USF offers a smaller private-university environment with direct San Francisco access.
Whether that is worth the higher price depends on the student’s program and aid package.
Santa Clara University
Santa Clara University sits directly inside the South Bay technology corridor.
Its location makes it especially relevant to students considering engineering, computer science, business, entrepreneurship and law.
It should not be viewed as a “less selective Stanford.”
It is a different institution with a different campus environment, academic scale and cost structure.
The strongest reason to consider it is the combination of a private university environment and direct South Bay employer geography.
UCSF
UCSF must be treated separately.
It is not a conventional undergraduate university.
Its core academic identity is graduate and professional education in medicine, pharmacy, nursing, dentistry and biomedical sciences.
For a high-school student seeking a general bachelor’s degree, UCSF is usually not part of the shortlist.
For a medical, clinical or biomedical graduate student, it can be one of the most important institutions in the region.
That distinction is essential because generic “best universities in San Francisco” lists frequently mix institutions serving completely different student populations.
3. Which Bay Area Universities Are Strongest by Subject?
A university’s overall rank is often less useful than its strength in the subject a student will actually study.
Computer science, artificial intelligence and data science
Stanford and Berkeley are the two strongest broad research choices in the region.
Both operate at the highest levels of computer-science research and both sit inside major technology ecosystems.
Their geography differs.
Stanford’s location connects naturally to the Peninsula and South Bay.
Berkeley’s location connects more directly to the East Bay and San Francisco.
SJSU adds a third model: applied education inside San Jose, closer to many large technology employers and at a lower public tuition structure.
Santa Clara University offers a smaller private-university alternative inside the same broader employment market.
For international students, the strongest choice may therefore depend on whether the goal is research leadership, applied industry access, affordability or a combination of those.
Engineering and semiconductors
The South Bay matters enormously for engineering.
The region’s technology economy is not limited to software.
Santa Clara and San Jose remain important centers for semiconductor design, hardware, networking and advanced computing.
Stanford, Berkeley, SJSU and Santa Clara University all connect to that environment in different ways.
Electrical engineering, computer engineering, materials science and related fields can benefit from this regional concentration.
Business and entrepreneurship
Stanford and Berkeley are obvious choices for elite business and entrepreneurship ecosystems.
But geography widens the field.
Santa Clara University sits close to South Bay employers and startups. USF offers access to San Francisco’s finance, technology and professional-services economy. SJSU connects business students to San Jose’s corporate base.
The correct comparison is not simply which business school is best known.
It is which school offers the strongest combination of curriculum, employer access, alumni network and net cost.
Biotechnology, medicine and life sciences
The Bay Area’s biomedical strength is sometimes overshadowed by the technology narrative.
That is a mistake.
UCSF, Stanford and Berkeley contribute major academic research. South San Francisco and the Peninsula contain a substantial biotechnology industry. Hospitals, research institutes and startups create a regional biomedical network.
For students in biotechnology, bioengineering, pharmaceutical sciences or medicine, this ecosystem can be as important as Silicon Valley is for computer science.
Design, arts and creative technology
San Francisco remains a strong design and creative-industry market.
California College of the Arts and San Francisco-based programs can appeal to students whose work sits at the intersection of design, technology, architecture, visual communication and creative practice.
Here again, the region’s value depends on alignment.
A student paying Bay Area costs should be able to identify the industry, network or institutional advantage the region adds to the degree.
4. What It Really Costs to Study in the Bay Area
The biggest mistake in Bay Area budgeting is to compare tuition figures without comparing the financial systems behind them.
Stanford, Berkeley, CSU universities and private institutions operate under different models.

The Stanford and Berkeley figures are not directly identical accounting categories, but they reveal an important reality: a new international undergraduate at either institution can be planning around an annual cost approaching six figures before individual aid, travel or special circumstances.
Stanford: high sticker price, potentially transformative need-based aid
Stanford’s standard 2026–2027 undergraduate budget includes:
- $67,731 tuition;
- $22,944 housing and food;
- $2,610 student-fee allowance;
- $855 books and supplies;
- $3,405 personal expenses;
- variable travel.
The total is $97,545 before travel.
That is the planning price, not necessarily the price an admitted student pays.
Stanford states that international applicants who request aid are evaluated in a need-aware process, but for admitted students who properly requested aid, Stanford meets demonstrated financial need regardless of citizenship. It also says ordinary undergraduate aid is need-based rather than academic merit aid, apart from limited athletic scholarships.
This can completely change the financial comparison.
A lower-income international student admitted with substantial Stanford aid may face a lower net price than an international student admitted to a public university that offers little need-based support.
Sticker price therefore tells only part of the Stanford story.
Berkeley: public institution, international price
Berkeley’s published residence-hall budget for a newly entering 2026–2027 undergraduate is $54,674. That includes tuition and fees, housing, a meal plan, student health insurance and estimated personal expenses.
For a new nonresident undergraduate entering in 2026–2027, UC adds $39,270 in Nonresident Supplemental Tuition.
Adding those two official figures produces an illustrative planning total of about $93,944.
The qualification matters: Berkeley’s budget page presents the resident-base cost and UC publishes NRST separately by entering cohort. The calculation therefore needs to remain transparent rather than being passed off as a separate Berkeley-published international total.
Berkeley also warns international students that they are generally ineligible for federal, state and need-based university financial aid, although international undergraduates can be considered for certain institutional scholarships and departmental opportunities.
That makes Berkeley’s financing challenge different from Stanford’s.
For many international families, Berkeley requires a stronger self-funding plan.
CSU campuses: lower tuition, but nonresident charges matter
The California State University system’s 2026–2027 tuition structure is far lower than Stanford or Berkeley’s.
But international and other nonresident students pay an additional $471 per semester unit.
That surcharge adds up.
A 30-unit academic year would create an illustrative nonresident supplement of $14,130, before campus fees and living costs.
The calculation is useful because it shows why an international student cannot quote only CSU base tuition.
Even so, SJSU or SFSU can remain dramatically cheaper in tuition than Stanford, Berkeley or USF.
The pressure then shifts toward housing.
USF: private tuition inside the city
USF’s 2026–2027 full-time undergraduate tuition is $63,880. The university lists $12,930 for on-campus housing and $6,220 for food, producing $83,642 in direct on-campus costs before indirect expenses and applicable health insurance.
That makes USF a high-cost option, but scholarships can change the net price.
As with every private university, the relevant number after admission is not the sticker price.
It is the actual award.
5. Student Housing: Where Bay Area Budgets Are Won or Lost
Housing is not a secondary issue in the Bay Area.
For many students, it is the largest controllable expense.
The market also changes sharply by city.
In August 2026, Zillow reported average one-bedroom rents of $4,295 in San Francisco, $3,350 in Palo Alto and $2,395 in Berkeley. These are citywide market averages for one-bedroom properties rather than student room rates.
That qualification is important because most students do not need to rent a one-bedroom alone.
A shared apartment can change the economics dramatically.
So can university housing.
Stanford housing
Stanford’s residential model is one of its major advantages.
The university’s standard undergraduate budget includes $22,944 for housing and food, and its campus infrastructure contains a very large supply of student beds. Stanford’s free Marguerite shuttle also connects the campus with Palo Alto Transit Center and other nearby locations.
For a first-year international student, this can remove a major Bay Area problem: finding private housing immediately after arriving in the United States.
The value is not merely financial.
Campus housing also reduces lease risk, commute uncertainty and the need to navigate a difficult private rental market from abroad.
Berkeley housing
Berkeley’s housing environment is more mixed.
For 2026–2027, the university’s residence-hall budget includes $16,640 for housing and $7,000 for meal plan. The same budget page shows different cost structures for on-campus apartments and off-campus living.
Students who move into the private market can find options below San Francisco or Palo Alto prices, but Berkeley remains expensive relative to many U.S. university cities.
The stronger cost advantage often comes from sharing.
San Francisco housing
San Francisco is the most difficult part of the equation for SFSU and USF students.
The city offers enormous cultural and professional value, but private housing can erase much of the tuition advantage of a lower-cost university.
A student who saves tens of thousands of dollars in tuition and then rents alone in an expensive San Francisco neighborhood can give back a large part of that saving.
San Jose and the South Bay
South Bay housing is not cheap either.
The advantage is that students at SJSU or Santa Clara University may be able to choose housing based on a much more localized commute rather than living in San Francisco and traveling south.
That can reduce time costs even where rent remains high.
The housing decision should follow the campus
A practical Bay Area housing sequence is:
campus first → realistic commute second → housing market third.
Students who reverse that process often choose an apartment that looks cheaper on a map but performs badly in real life.
A low rent with a two-hour daily commute is not automatically a saving.
6. Transport and Commutes: Bay Area Geography Can Help or Hurt
The Bay Area does not have one unified student transport system.
That is one of its biggest differences from New York City.
BART, Caltrain, Muni, AC Transit, VTA, SamTrans and university shuttles each cover different parts of the region.
Understanding which system serves the university is more important than memorizing every fare.
Berkeley to San Francisco
Berkeley has one of the most useful regional relationships.
BART connects the East Bay with San Francisco, making it practical for Berkeley students to reach the city for internships, professional events, cultural activities and social life.
This does not make every San Francisco commute effortless, but the rail connection is comparatively straightforward.
Stanford to San Francisco
Stanford is a different case.
BART does not serve Stanford directly.
Caltrain provides the major rail corridor linking San Francisco with Palo Alto and the South Bay, while Stanford’s free Marguerite shuttle connects the Palo Alto Transit Center with campus.
The journey is possible.
The lifestyle choice is whether it is worth doing every day.
A student who wants the Stanford academic experience but insists on living in San Francisco may spend a substantial part of the week commuting.
That is not necessarily a bad decision.
It should be an intentional one.
Stanford to South Bay employers
Stanford’s geography is more favorable when the destination is Palo Alto, Mountain View, Menlo Park, Sunnyvale, Santa Clara or San Jose.
The university sits inside the Peninsula/South Bay technology corridor.
That is one reason the phrase “Silicon Valley access” has real meaning at Stanford.
SJSU and local South Bay access
San Jose State sits directly in Downtown San Jose.
For many technology, engineering and business students, that can create a simpler relationship with South Bay employers than living in San Francisco.
Again, the value is not prestige.
It is reduced friction.
Cars are not automatically necessary
A student in Berkeley or San Francisco can often manage well without a car.
At Stanford and in the South Bay, the answer depends more heavily on housing and internship geography.
The correct transport plan maps three points:
home, campus and likely work/research locations.
Only then should a student decide whether public transport, cycling, university shuttles or a car is necessary.
7. Admissions for 2027: Stanford and Berkeley Require Different Strategies
International applicants should not treat California universities as if they use one admissions system.
Stanford and Berkeley differ on almost every operational point that matters.
Stanford first-year admissions
Stanford requires the Common Application, a $100 application fee or approved waiver, ACT or SAT scores, academic records, counselor documentation and two teacher recommendations.
Its standard deadlines are November 1 for Restrictive Early Action and January 5 for Regular Decision.
Stanford also states that international applicants do not have to submit an English-proficiency examination such as TOEFL or IELTS, although they may submit one and must demonstrate English fluency.
That distinction is important because many international admissions summaries still imply an English test is universally required.
UC Berkeley and the UC application
UC Berkeley uses the University of California application.
For Fall 2027, the application opens August 1, 2026 and the official submission period is October 1 through November 30, 2026.
The application fee is $95 per campus for international and non-immigrant applicants.
UC does not use SAT or ACT scores for undergraduate admission decisions.
The timeline therefore has to be planned separately from Stanford’s.
CSU applications
SJSU and SFSU use the CSU system rather than the UC or Common Application systems.
Program capacity can matter, especially in popular majors.
Computer science, engineering and other high-demand fields may have stricter thresholds or competitive admission patterns.
International applicants should check the campus and major, not only the university-wide admission page.
Specialist and private institutions
USF, Santa Clara University and specialist schools operate their own requirements and deadlines.
Students should verify:
- current application deadline;
- English-language requirements;
- testing policy;
- transcript rules;
- portfolio or audition requirements where relevant;
- scholarship deadlines.
The safest application strategy is a university-specific calendar.
The Bay Area’s variety is an advantage only if the deadlines are controlled.
8. Technology Careers: Why the Bay Area Still Matters
The strongest evidence for the Bay Area’s technology economy comes from labor-market concentration, not mythology.
The U.S. Bureau of Labor Statistics reported that the San Jose–Sunnyvale–Santa Clara metropolitan area had 149,970 computer and mathematical jobs in May 2025, representing 13.2% of local employment compared with 3.4% nationally.
Software developers alone accounted for 87,350 jobs, with employment at 7.09 times the national concentration. Their mean annual wage was $221,710. Data scientists had a mean annual wage of $212,760, while computer and information research scientists averaged $216,560.
Those are occupation-wide averages.
They are not starting salaries for international graduates.
Their real significance is the density of the labor market.
Software and cloud computing
Software remains central to the Bay Area economy, but the opportunity is distributed.
San Francisco contains major software companies and startups.
The South Bay contains established technology employers, enterprise software and infrastructure companies.
The Peninsula connects both.
Students should examine the specific employer geography of the role they want.
Artificial intelligence
AI has strengthened San Francisco’s position inside the regional technology map.
The city is now home to major AI companies and a dense startup ecosystem, while Stanford and Berkeley remain powerful research centers.
The South Bay remains equally important because AI relies on hardware, chips, networking, cloud infrastructure and large-scale computing.
This creates a broader system:
research → models → software → semiconductors → cloud → capital → startups.
A student can participate in different parts of that system depending on the degree.
Semiconductors and hardware
Santa Clara County remains a major semiconductor and hardware market.
For electrical engineers, computer engineers and hardware specialists, the South Bay can be more relevant than central San Francisco.
This is why “Bay Area technology” should never be reduced to consumer software.
Biotechnology
Biomedical innovation has its own geography.
UCSF and Stanford provide major medical and research anchors. Berkeley contributes life sciences and engineering. South San Francisco and the Peninsula contain major biotechnology activity.
Students in bioengineering, pharmaceutical science and biomedical research should map this cluster separately from software.
Business, product and venture-backed startups
The Bay Area also matters for students who are not engineers.
Product management, finance, operations, consulting, marketing, venture capital and entrepreneurship all operate around the technology economy.
A strong business program can therefore benefit from the same regional ecosystem even when the student never writes code.
9. Does Studying in the Bay Area Improve Career Prospects?
It can improve access.
It cannot guarantee an outcome.
The Bay Area adds the most value when four conditions are present.
First, the degree feeds an industry that is unusually concentrated in the region.
Second, the university has credible employer relationships, research activity or alumni networks in that field.
Third, the student develops skills and evidence strong enough to compete.
Fourth, the student has lawful work authorization.
If one of those conditions is weak, geography becomes less powerful.
Stanford and Berkeley students still compete.
SJSU students still need strong technical skills.
A San Francisco address does not create an internship.
A recruiter does not hire a postcode.
University-to-employer pathways
The strongest Bay Area universities create opportunity through multiple channels:
career centers, faculty research, alumni, student organizations, entrepreneurship programs, incubators and employer recruiting.
Stanford’s entrepreneurial ecosystem is especially visible.
Berkeley combines engineering, research and startup infrastructure.
SJSU’s South Bay location creates direct proximity to many employers.
Santa Clara University occupies the same broader geography.
USF and SFSU connect students to San Francisco employers.
The student should investigate the department-level pipeline, not rely on the university’s marketing language.
Employer presence is not sponsorship
This distinction is particularly important for international students.
A large technology company can have Bay Area offices without sponsoring every role.
An employer can use E-Verify without promising H-1B sponsorship.
A company can have filed H-1B petitions historically and still decline to sponsor a particular graduate.
The employer’s presence answers one question:
Is the company here?
It does not answer:
Will the company hire and sponsor me?
Those are separate decisions.
10. International Student Life: Health, Safety, Climate and Daily Reality
A strong university decision has to survive ordinary life.
The Bay Area is academically and professionally attractive, but the region has its own practical pressures.
Health insurance
Stanford requires students to carry adequate health insurance. Its 2026–2027 student budget notes that Cardinal Care can meet that requirement and may be waived when qualifying alternative coverage is accepted.
Berkeley’s 2026–2027 undergraduate budget includes $5,066 for Student Health Insurance Plan coverage, again subject to the university’s waiver rules.
USF likewise warns that international students may be automatically enrolled in the university-endorsed plan unless they submit an approved waiver.
This can add thousands of dollars to the annual budget.
It should be checked before comparing scholarship offers.
Safety
There is no defensible single safety score for the Bay Area.
San Francisco, Berkeley, Oakland, Palo Alto and San Jose are different cities.

11. F-1 Work Rules and the 2027 Immigration Transition
Bay Area employers do not control F-1 work authorization.

The July 2026 fixed-admission final rule
Students planning for 2027 must also account for a major federal change.
DHS published a final rule on July 17, 2026 replacing the long-standing Duration of Status model for F, J and I nonimmigrants with fixed periods of admission and extension-of-stay procedures. The Federal Register lists September 15, 2026 as the effective date, but also states that the rule is a major rule subject to congressional review and that DHS will publish an updated effective date or termination notice if congressional review changes the outcome.
As of August 26, 2026, the rule has been published but has not yet reached that stated effective date.
The final rule also contains transition provisions for certain students already admitted under D/S. It says qualifying F and J students in D/S on the effective date can remain under transition rules for their existing program period, subject to specified limits; travel after the effective date can trigger admission under the new fixed-date framework.
For a student entering in 2027, the operational rule is therefore simple:
recheck the federal regime actually in force before visa travel, entry, program extension or practical-training filings.
Do not use a 2025 immigration calendar as if nothing changed.
