Universities in India 2027: UGC List, Rankings & Study Guide
Top Universities in India: Admissions, Fees, Scholarships & Student Visa
India operates one of the world’s largest and most complex higher-education systems, combining conventional universities with Indian Institutes of Technology, National Institutes of Technology, Indian Institutes of Science Education and Research, Indian Institutes of Management, medical institutions, research centres, autonomous colleges and thousands of affiliated colleges.
For students researching universities in India for 2027, that scale creates enormous choice—but also makes institutional verification unusually important.
The current University Grants Commission directory displays 1,296 universities across four principal UGC categories: 57 Central Universities, 522 State Universities, 157 Deemed-to-be Universities and 560 State Private Universities.
That does not represent India’s entire higher-education universe.
The All India Survey on Higher Education — AISHE 2023–24 used a national survey frame of 64,756 higher-education institutions. The detailed official report records 59,553 participating institutions, including 1,278 responding university/university-level institutions, 46,468 colleges and 11,787 standalone institutions.
Total higher-education enrolment reached approximately 4.50 crore students, including 2.24 crore women, while the Gross Enrolment Ratio reached 30.0 and female GER 31.2.
India is also becoming more visible in global rankings.
The QS World University Rankings 2027, published on 18 June 2026, currently list 52 Indian institutions. IIT Delhi is India’s highest-ranked institution at No. 118 globally, followed by IIT Bombay at =134 and IIT Madras at 170.
For international students, however, ranking is only one part of the decision.
The stronger questions are:
- Is the institution legally recognised?
- What type of institution is it?
- Is it on the UGC fake-university warning list?
- Is the exact program properly approved or accredited?
- Which ranking category is relevant?
- Does the institution admit international students?
- Is the course taught in English?
- What does the exact program cost?
- Are tuition waivers or ICCR scholarships available?
- What Student Visa and FRRO requirements apply?
- Will the qualification be recognised where the graduate intends to work?
For India, the safest starting point is therefore:
Verify first. Compare second. Rank third.

The UGC, AISHE, NIRF, QS and Study in India figures answer different questions and should not be merged into a single “number of universities.”
How Many Universities Are There in India?
The clearest current UGC answer is:
1,296 universities across four principal UGC categories.
They consist of:
Central Universities
57
State Universities
522
Deemed-to-be Universities
157
State Private Universities
560
Total:
1,296
But this figure should not be confused with the total number of Indian higher-education institutions.
India also has:
- Institutions of National Importance;
- IITs;
- NITs;
- IIITs;
- AIIMS institutions;
- IISERs;
- IIMs;
- colleges;
- autonomous colleges;
- polytechnics;
- research institutions;
- other standalone higher-education institutions.
UGC itself links separately to Institutions of National Importance rather than treating every such institution as an ordinary university entry.

- Indian universities , India
Why AISHE Gives a Much Bigger Number
AISHE uses a wider higher-education framework than the UGC university directory.
The 2023–24 official report records:
- 1,289 registered universities/university-level institutions
- 48,246 colleges
- 15,221 standalone institutions
for a total national frame of 64,756 HEIs.
Of these, the detailed report says 59,553 institutions participated in the survey.
Therefore:
UGC university count ≠ AISHE higher-education institution count.
Both can be correct because they measure different institutional universes.
India Has About 4.50 Crore Higher-Education Students
AISHE 2023–24 reports total higher-education enrolment of approximately 4.50 crore, up from 3.42 crore in 2014–15.
Female enrolment reached:
2.24 crore
compared with:
1.57 crore in 2014–15.
Female participation therefore grew substantially faster over the decade.
India’s higher-education GER reached:
30.0
while female GER reached:
31.2
and the Gender Parity Index stood at:
1.08.
These are 2023–24 statistics, released in July 2026.
They should not be cosmetically labelled “2027 data.”
India’s STEM System
India has approximately one crore students in STEM disciplines.
The AISHE detailed report gives about 1.01 crore STEM students based on actual responses, while the Ministry’s public release rounds the figure to approximately 1.02 crore.
Women account for approximately 44% of STEM enrolment in the Ministry’s current summary.
This makes India particularly significant for students interested in:
- engineering;
- computer science;
- artificial intelligence;
- data science;
- mathematics;
- physics;
- chemistry;
- biotechnology;
- medicine;
- pharmacy;
- agriculture;
- environmental science.
The country’s scale, however, also means program quality can vary substantially between institutions.
Foreign Students in Indian Higher Education
AISHE 2023–24 records:
58,134 foreign students
from:
173 countries.
India therefore already has a sizeable international-student community, although foreign enrolment remains small relative to the country’s enormous domestic higher-education population.
The Four Main UGC University Categories
1. Central Universities
UGC currently lists 57 Central Universities.
Important examples include:
- University of Delhi;
- Jawaharlal Nehru University;
- Banaras Hindu University;
- Aligarh Muslim University;
- Jamia Millia Islamia;
- University of Hyderabad;
- Assam University;
- Central University of Rajasthan.
Central University status is a legal and governance classification.
It does not automatically mean every Central University outranks every State, Private or Deemed-to-be University.
2. State Universities
UGC currently lists 522 State Universities.
Examples include:
- Jadavpur University;
- Anna University;
- University of Calcutta;
- University of Mumbai;
- Savitribai Phule Pune University;
- Osmania University.
State status should not be interpreted as a lower academic tier.
3. Deemed-to-be Universities
UGC currently lists 157 Deemed-to-be Universities.
This category includes major institutions such as:
- BITS Pilani;
- Manipal Academy of Higher Education;
- Amrita Vishwa Vidyapeetham;
- Vellore Institute of Technology;
- SRM Institute of Science and Technology.
“Deemed-to-be University” is a recognised legal classification.
It does not mean fake or temporary.
4. State Private Universities
The UGC combined current directory displays 560 State Private Universities.
Private status alone does not determine legitimacy or quality.
A properly established private university can be recognised and highly ranked.
The correct questions are:
Is the institution recognised?
and
Is the exact program properly approved or accredited where required?
Institutions of National Importance
India also contains major institutions established or designated through national legislation.
These include institutions from families such as:
- IITs;
- NITs;
- IIITs;
- AIIMS;
- IISERs.
This is why an institution such as IIT Delhi should not simply be forced into the same legal category as a conventional Central or State University.
Institutional type matters.
Top Universities and Institutions in India — QS 2027
The latest QS overall edition is QS World University Rankings 2027, published on 18 June 2026.
QS currently lists 52 Indian institutions.

Ranking authority: QS World University Rankings 2027.
These are QS positions.
They are not an independent Universityi ranking.
What Is India’s No. 1 University?
There is no ranking-independent answer.
According to QS World University Rankings 2027
India’s highest-ranked institution is:
IIT Delhi — No. 118 globally.
According to NIRF 2025 — University Category
The leader is:
Indian Institute of Science — No. 1.
According to NIRF 2025 — Engineering
The leader is:
IIT Madras — No. 1.
These answers differ because the ranking providers and categories differ.
Latest NIRF Ranking: Important Edition Warning
As of 13 August 2026, the latest formally released India Rankings edition that can be verified from the Ministry of Education and NIRF archive is:
India Rankings 2025, released on 4 September 2025.
Students should be careful with the generic NIRF /Home/univ page.
That page displays the historic 2016 University ranking, not a new 2026 edition. The Ministry’s own 2025 release confirms that 2016 was the first NIRF edition.
Therefore a 2016 table must not be presented as “current NIRF 2026.”
NIRF 2025 University Top 10
The latest verified India Rankings 2025 — University Top 10 is:
| Rank | Institution |
|---|---|
| 1 | Indian Institute of Science |
| 2 | Jawaharlal Nehru University |
| 3 | Manipal Academy of Higher Education |
| 4 | Jamia Millia Islamia |
| 5 | University of Delhi |
| 6 | Banaras Hindu University |
| 7 | BITS Pilani |
| 8 | Amrita Vishwa Vidyapeetham |
| 9 | Jadavpur University |
| 10 | Aligarh Muslim University |
Ranking authority: India Rankings 2025, NIRF University category.
NIRF University Is Not NIRF Engineering
NIRF uses separate categories and subject domains.
The 2025 Engineering ranking begins:
IIT Madras — No. 1
IIT Delhi — No. 2
IIT Bombay — No. 3.
That is why a student researching engineering should not rely solely on the NIRF University category.
The ranking category must match the decision.
Never Write “India’s No. 1 University” Without Naming the Ranking
A precise ranking claim should look like:
IIT Delhi — No. 118, QS World University Rankings 2027
or:
Indian Institute of Science — No. 1, NIRF India Rankings 2025 University category
or:
IIT Madras — No. 1, NIRF India Rankings 2025 Engineering category.
Provider, edition, category and position should remain visible.
Recognition Comes Before Ranking
A ranking is useless if the institution itself is not legitimate.
The UGC maintains current information for:
- recognised universities;
- fake universities;
- institutions violating regulations;
- other compliance matters.
Students should therefore verify legal status before:
- paying tuition;
- paying an agent;
- accepting an admission offer;
- relying on a university’s own ranking claims.
Fake Universities in India
UGC’s current fake-university page is labelled “as on February 2026” and lists 32 entries.
That makes fake-university verification a practical part of the admissions process.
The rule is simple:
Never verify a university only through its own website or advertising.
Check UGC and the appropriate statutory authority.
Recognition, Accreditation and Ranking Are Different
These concepts answer different questions.
Recognition
Is the institution legally authorised to operate and award the relevant qualification?
UGC and statutory legislation are major authorities.
Accreditation
Has the institution or program undergone formal quality assessment?
Depending on the field, relevant bodies can include:
- NAAC;
- NBA;
- medical and health regulators;
- architecture regulators;
- professional councils.
Ranking
How does an institution compare under a defined methodology?
Examples include:
- NIRF;
- QS;
- Times Higher Education.
Therefore:
UGC ≠ NAAC ≠ NBA ≠ NIRF ≠ QS.
Students should not substitute one for another.
Study in India: International Student Gateway
The official Study in India — SII platform provides a central route for international higher-education applicants.
Its current live portal advertises approximately:
1,190 institutes
and:
24,000+ courses.
These counters are dynamic and can change as institutions and courses are updated.
SII ID
Study in India identifies the SII ID as the compulsory identifier used to track the foreign-student journey.
The current process is:
- Register and obtain SII ID
- Explore courses
- Submit applications
- Receive and accept an offer
- Apply for Student Visa
- Complete e-FRRO/FRRO registration after arrival.
The Ministry has also instructed that registration on the Study in India portal is mandatory for foreign students seeking relevant higher-education admission and student-visa processing.
Can International Students Study in English in India?
Yes.
The Study in India FAQ states that English is the medium of instruction at its partner institutions, while English-proficiency requirements can vary by institute.
International applicants should still check the exact degree, especially for:
- clinical placements;
- internships;
- regional-language components;
- fieldwork;
- professional programs.
Study in India Fee Waivers
Study in India partner institutions can provide institute-driven scholarships or tuition-fee waivers.
The official FAQ states that these can range from:
10% to 100% of tuition, depending on merit and the institution’s discretion.
A 100% tuition waiver should not automatically be interpreted as a fully funded scholarship.
Students may still need to pay:
- accommodation;
- food;
- transport;
- insurance;
- immigration costs;
- books;
- personal expenses.
ICCR Scholarships for International Students
A separate major Government of India funding route is administered by the Indian Council for Cultural Relations — ICCR.
ICCR states that it administers more than 4,500 scholarships under 18 schemes, available across 192 UN-recognised countries. More than 8,000 ICCR-sponsored students from around 150 countries study in India at a given time.
For academic year 2026–27, ICCR’s current scheme allocation totals 4,541 scholarship slots across 18 schemes.
What Can ICCR Funding Cover?
Depending on the scheme, ICCR support can include:
- tuition;
- monthly scholarship allowance;
- housing/living support;
- contingency allowance;
- thesis or dissertation allowance;
- airfare.
Individual scheme rules vary.
Students should check the exact scheme rather than assume every ICCR award provides identical benefits.
ICCR and Medicine
ICCR’s general scholarship programme supports undergraduate, postgraduate and Ph.D. study across STEM and non-STEM fields but excludes ordinary medicine and paramedical courses from the general programme. Separate AYUSH and specialised schemes have their own conditions.
This distinction is particularly important for international medical applicants.
Tuition Fees in India
India has no single national university tuition rate.
Cost varies by:
- institution;
- legal type;
- public/private status;
- degree;
- subject;
- nationality category;
- academic year;
- hostel choice;
- scholarship or waiver.
A public humanities degree, an IIT engineering degree, an international private-university program and a medical course cannot responsibly be represented by one average fee.
The useful calculation is:
Tuition + institutional charges + hostel + food + transport + insurance + books + immigration costs − confirmed scholarship or waiver
Study in India’s own FAQ therefore directs students to the fee attached to each specific course rather than giving one universal tuition figure.
Cost of Living
Study in India’s FAQ currently gives a broad indicative international-student living-cost estimate of approximately US$400 per month excluding tuition, while explicitly noting that costs vary by city.
Students should treat that as a planning benchmark, not a guaranteed budget.
Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Pune and smaller university cities can differ substantially in housing and transport costs.
Student Visa for India
India’s official visa system lists the Student Visa as available for:
the period of the course or up to five years, subject to the applicable rules.
Study in India similarly states that student visas can be issued for up to five years depending on course duration and can be extended in India.
Applicants should verify requirements with the relevant Indian Mission because documentary and country-specific requirements can differ.
FRRO / e-FRRO Registration
For covered Student Visas valid for more than 180 days, current guidance requires registration with the appropriate FRRO/FRO within 14 days of first arrival.
The e-FRRO process is largely online.
Services can include:
- registration;
- visa extension;
- visa conversion;
- exit permit.
Physical attendance is generally unnecessary unless immigration authorities specifically request it.
Can International Students Work in India?
International students should not assume that an Indian Student Visa provides unrestricted ordinary employment rights.
India’s visa system separates Student and Employment Visa categories, and Study in India’s FAQ explicitly states that completing an Indian degree does not automatically provide a work visa after graduation.
Any proposed employment, internship or training arrangement should therefore be checked against the applicable immigration rules before work begins.

Its 2023–24 survey frame contained 64,756 higher-education institutions, while enrolment reached approximately 4.50 crore students.
Internationally, QS 2027 currently places:
IIT Delhi — 118
IIT Bombay — =134
IIT Madras — 170
IIT Kharagpur — 205
IISc — =221
IIT Kanpur — =221.
Nationally, the latest verified NIRF edition is India Rankings 2025, where:
IISc leads the University category
and:
IIT Madras leads Engineering.
But India’s greatest higher-education strength is not one ranking.
It is choice.
An engineering applicant may target an IIT, NIT, IIIT or another specialist technology institution.
A science researcher may prioritise IISc.
A humanities or social-sciences student may prefer JNU, Delhi, BHU, Jamia Millia Islamia or Hyderabad.
A medical applicant may need an AIIMS institution or another recognised medical college.
A management student may investigate IIMs or other recognised management institutions.
An agriculture student has an extensive specialist university ecosystem.
International students can use Study in India to obtain an SII ID, search thousands of programs and connect admission with immigration processing.
Funding can come from institutional waivers, ICCR schemes and other scholarship routes.
For India, the strongest decision sequence is:
Identify the institution.
Determine its legal type.
Verify recognition.
Check the UGC fake-university list.
Verify the exact program.
Check accreditation.
Use the latest formally released NIRF edition and correct category.
Use QS or another global ranking as a separate evidence layer.
Confirm admissions.
Obtain exact tuition and living costs.
Research scholarships and fee waivers.
Complete Study in India and SII requirements where applicable.
Confirm Student Visa and FRRO obligations.
Verify professional recognition before entering a regulated profession.
Then shortlist.
Then apply.
For India, one principle should control the entire university-research process:
Do not start with ranking. Start with legitimacy.
Then:
Verify first. Compare intelligently. Rank responsibly.
Knowledge is power. Education for everyone. Wisdom for all.
